Part of the strategy from the government was to support the manga and anime production to make a propaganda of happy and peaceful usage of atomic energy. Like ‘the Atom boy’ in 1950’s, in the anime, the atom boy implies a saviour of world apocalypse, the characters from the anime are characterised as a benign, sweet and even cute. Therefore, to change the Japanese public’s stereotypical impression towards destructive image of nuclear power, the U.S’s declaration of the peaceful transfer of nuclear energy was very important to Japanese government (2011:53).
In New York on December 8th, 1953, the U.S president D. Eisenhower had a speech to the UN general assembly. The title was he mentioned that,
“…But the great tests and the great accomplishments still lie ahead. And in the confident expectation of those accomplishments, I would use the office which, for the time being, I hold, to assure you that the Government of the United States will remain steadfast in its support of this body. This we shall do in the conviction that you will provide a great share of the wisdom, of the courage and of the faith which can bring to this world lasting peace for all nations, and happiness and well-being for all men.” (2014)
In Japanese government’s circumstances, U.S president’s speech of was very useful and it was immediately spread through mass media. It made the public regard the image of nuclear power as opening a new rosy future instead of image of war, death or radiation exposure (2011:53). The government of Japan and electric power companies claimed that nuclear power plant had multiple protection system so it prevents any kinds of disaster or accident via mass-media whenever the occasion arose and many professionals and scholars also take part in making this propaganda. This means that national memory was reorganised by authority and mass-media.
