Japan is the country that has the highest incidence of earthquakes. However, with regard to the current nuclear disaster at the Fukushima, ongoing in Japan since March 2011, which cannot be utterly understood in spite of the fact that Japanese archipelago is located on very dangerous and complicated crust, the government built 54 such nuclear power plants. Furthermore, Japan is the third highest nuclear power using country behind the U.s and France. Historically, Japan has suffered from the trauma of nuclear weapons that were dropped by the U.S at Hiroshima and Nagasaki during the Second World War, if those are the case, the country which has certain geological position and historical distinct characteristics surely made the people experience a relatively strong repulsion to nuclear energy. How could they successfully create the mythological story of safety towards the nuclear power generation and establish a solid foothold?
After the losing the second World War, people who pushing forward to build nuclear power plant was powerful politicians and elite bureaucrats. Before the adopting the nuclear power generation, there was a dissension within the government. They believed that the reason of losing the war to the U.S was the insufficiency of development of science and lack of scientific thinking ability. The Japanese government tried to use the nuclear energy for their economic growth and correct the imbalance in the trade of energy. So they needed to deal with the public’s fear towards nuclear energy. These were the reason why the government pushed ahead with introduction of nuclear energy in 1954, even after they got a bomb landed in their country less than 10 years ago and just after the experiencing the radiation exposure accident at Bikini Island. To catch up the modern technique and international economy, the government needed something to relieve the public who has allergic to nuclear energy especially for a citizen who are living in a local where they actually have to build a nuclear facility.
